Peddler, Itinerant Merchants, and Solicitors Requirements
The Village of Arrowsmith requires all solicitors, peddlers, and itinerant merchants MUST apply for and be approved for a permit prior to conducting any solicitation, business, surveying, or door to door activity within the village limits.
The cost for a 1 day (nonrefundable), fee permit per person is $100.00. This fee must be paid to perform the necessary background checks. A two-week notice must be given so that background checks can be conducted on each peddler, itinerant merchants, and solicitors by the police department.
If any complaints are received the permit will be revoked and the peddler, itinerant merchant or solicitor will be asked to leave. Failure to comply with the village's permit requirements will result in fines to the solicitor, their employer or both.
Solicitors must adhere to the following guidelines and rules regulating door-to-door solicitation:
- No Soliciting prior to 9:00 a.m. in the morning or after 7:00 p.m. in the evening, Monday through Friday.
- No Soliciting on Saturdays or Sundays or any state or national holidays.
- Each individual soliciting MUST carry and display their permit while they are soliciting.
- Every person in the company MUST have their own permit.
- Solicitors are to respect our residents by being courteous and not to pressure any into a contract sale
- Solicitors MUST immediately leave any residence that displays a “No Soliciting” or “No Solicitors” posting.
- Solicitors MUST leave a premises immediately and peacefully when requested to do so by the occupant.
If a solicitor does not display and cannot produce a permit, they may not be licensed to solicit within the Village of Arrowsmith and may be reported to the Downs Police Department/McLean County Sherriff’s department and the village regarding the violation.
Completed permit applications should be returned to the village by mail or can be scanned and emailed to the village clerk at [email protected]. A representative from the village will contact you once your application has been approved/denied.
